Smoking Ban Introduced

The "ley Antitabaco" has finally been introduced. After much speculation and dliberations it has arrived.
Can you believe it, they have finally introduced the non smoking law into spain. There was certainly many doubters as to weather or not the goverment would actually have the cojones to finally enact the law.
Well it seems as if they have. However there is still some confusion as to the implementation of the law. Many people are still unsure of who will be enforcing the law and who is ultimatly culpable for any fines given. Ie is the smoker liable or is it the landlord of the property. It is also not clear weather the law will be enforced by the local police, or will there be undercover inspectors from the department of health.

Apparently 10 bars in Granada were reported for flouting the law within the first 48 hours of it being introduced.
